Which numbers are right?

Several news reports recently claim there are more than 200,000 household workers in New York State. According to journalist Elayne Clift:
More than 200,000 women work as nannies, companions and housekeepers in New York State keeping households and families going. They work long hours - from ten to sixteen hours a day - but receive no overtime pay. They lack health insurance and are often denied paid leave. Many are fired without notice or severance pay. Some are abused, even held captive.

Now compare that figure to the mere 225,000 families NATIONWIDE who comply with the nanny tax reporting. Anyone working 10 - 16 hour days, overtime or not, is being paid more than $1700 per year, the threshold that obligates nanny tax reporting. There is an estimated $3 - 6 BILLION dollar a year tax gap in the federal Nanny Taxes alone. I suspect these women, if they were not working for cash under the table, would have a much easier time enforcing their workplace rights for minimum wage and overtime payments. After all, every state, including New York, has a Wage and Hour Enforcement Division within the state's Department of Labor, who will investigate and enforce these claims.

We all have rights and obligations, correct?
